Paul, I have had leaks just as you describe and no amount of tightening 
(dangerous) seems to seal the leak (SU fuel plumbing on old British cars).  I 
believe that the washers DO have a minor bit of crush and when new, there is a 
bit of rugosity to the surfaces.  I expect matte finish helps them seal against 
irregularities in the banjo, bolt and regulator.

  Most good parts houses should have an assortment of these washers.  If not in 
your area, check with a British car supplier.
   
  In days when less fund$ were available, I have been known to spray the 
washers with a light coat of gasket sealer and let them dry hanging from a 
wire.  They will seal after that.

Removed the pressure tester, replacing the fuel line to the regulator. Banjo 
bolt - washer - banjo fuel fitting - washer - regulator - moderate torque. It 
leaks between banjo and regulator. Should those washers be replaced each time? 
They look to be the same, upper and lower, and not crush type washers. 
Everything is clean, no score marks. The same system didn't leak when 
conntected to the tester. What could I be doing wrong?
