Jokes from the peanut gallery aside, :-) here are a couple of scholarly
articles which refute the claims of the Glaser safety slug:

Oh, and lots of people complain, wound efficacy aside, Glasers cause load
problems in Semi-autos due to their light weight, and they are less accurate
to boot.  But if you really want them, they are freely available via mail
order from dozens of sources.  Oh, and Glasers will also penetrate wallboard
just as well as any non-PF bullet.  So what's the benefit, exactly?

As for the "Black Talon", the newest, most improved version of it is also
freely available to civilians, under the name "Ranger SXT" - "Black Talon"
became "Ranger Talon" became "Ranger SXT".
