I think the point is there is nothing obscene about it. Bureaucrats  
do not like to make mistakes. Doing nothing is better than risking  
doing something. The dummy at the Arkansas Ministry of License Plate  
Dispersal did not get that TAG = Plate = License Plate. So rather  
than risk letting a 'bad word' slip through he killed it.
