This is some kind of assistance offered to low-income buyers who wish to purchase and occupy a residence in Texas. Besides having a low income says must home be your first home, or else you have not owned a home in three years. Not clear on whether a home owned elsewhere is OK; assume the worst.

Keep in mind that a State Income Tax is unconstitutional here, so Texas relies on relatively high property taxes in addition to penalizing drinking, smoking, gambling and driving your Ferrari at reasonable rates of speed. (for Italians). They have also attempted imposing a f**k tax on a per-stroke basis, but people refused to put on the meters. Woo-hoo!

Just another example of primary form of activity of all Western governments: income redistribution.
