Hi Ken.
Naturally the govt doesn't do in-depth studies on the relationship between "tickets for speeding" & accident rates or death states - because of their embedded financial benefits. Just like the use of Cameras for reducing stop sign running - the studies done show, at best, a flat line indicating no improvement/change. The govt benefits just like the private companies that also benefit greatly. The only loser is, once again, Joe Q Public.
Just like the long time health hazards of Flouride - the govt has been pushing it for 50+ years and if they started talking about side affects the law suits would create a whole new class of trial lawyers. As someone who has come to learn about taking meds for several years. After many trial meds - to see if they'd help - I became accustomed to reading all the Fine Print on the paperwork from the Pharmacy - I've come to the conclusion that any man-made drug ingested for a long time has some adverse affects, from aspirin to codiene, they all have side affects - but we're supposed to believe Flouride has *no* adverse affects? Hard to believe. And since the govt began pushing for it to be included in our water, tooth paste, etc they would be the deep pockets in any law suits. Not to say the natural world of drugs and drug products are lilly white - they also have skeletons in their closets.
Sorry about the rant -- I've been working on my taxes and the FedGovCo isn't my favorite topic at the moment. Yes, I know the traffic laws aren't administered by the Fed level. But they're all the same money grabbers to me.

Lets see there are half a million souls in SEA. 1.8 million in King County. So counting non-drivers, infants and blind men there was one ticket written for every 7 people in King County last year. The red line represents traffic Fatalities/100,000 in WA. King County has an almost identical stat. Green is increase in population King County from 1.3 Million to 1.8 million. Blue is traffic tickets written per population King County.
Conclusions:
1. despite more crowded roads the traffic fatality rate continues to drop as it has since before WW2. (Note 55 NMSL ended 1994) 2. a drop in the frequency of KC traffic speed law enforcement has been accompanied by a increase in traffic safety. Factors other than "Slow Down And Save Lives" must be at work here.
