The only problem with that is they will drive up Airplane insurance  rates 
like they are doing to car rates. IN fact, i am surprised that anyone is 
willing to insure planes  at all because of the low permiums collected 
relative to the  high liability payout potential.Not to mention the low time 
pilots upgrading to complex aircraft or twins. Insurance companies must be 
offsetting their losses in the aviation area with homeowners policies .
