There were no radar guns at that time, so nobody knows for sure.   However, 
they once tried to figure it out so they had a motorcycle going 100 mph  drive 
past him as he was releasing the ball.  They used a camera to see if  the 
release of the ball and the motorcycle were in sync.  The result was  that the 
ball passed the finish line before the motorcycle.
 
This from several of my business partners who are REAL baseball fans and  
also happen to know Bob Feller personally (they grew up as neighbors).
