If I remember correctly, the lever connects to a shaft that acts mechanically to push the inboard piston against the rotor. There is an external return spring. If the shaft is binding, I think you need to take the caliper off. Just make sure the binding is not external to the caliper (e.g., spring is properly attached, cable is not binding up somewhere). If you take the caliper apart, remember that you have to get the inboard piston out by screwing the little allen screw under the 13mm plug on the inboard side of the caliper. The calipers were "rebuilt" by the main Ferrari agent over a year ago and the discs machines at that time all before I bought it.... just looking at the dirt around the caliper I am guessing they didn't touch the handbrake bit at all...
