How about a "Cafeteria" type tax system where each year Congress and the  
President get together to cobble up some silly usual budget with all the pork  
and then each taxpayer can apply from 0% to 100% of his/her income on a  
line-item veto schedule to each individual budget item, e.g. if $30bnUS is  
allocated 
to world AIDS projects and I think this is a waste of money I put $0  into 
it, and if they allocate $30bnUS into deporting every illegal alien and  
confiscating all of their property, permanently barring them from the U.S. and  
removing any vestiges of U.S. Citizenship from any of the offspring that they  
have 
spawned while here, or were brought with them I could allocate my all of  the 
tax money I wish to pay to that cause.
 
Of course we would need to allocate the costs of the Defense  Department and 
the Justice Department, and Homeland Security (but change it name  in the 
interest of de-Nazification), except for the unreaslistic costs of New  York 
City 
(they can reduce their costs by simply telling the U.N. to find  somewhere 
else to live or to fund all of its own security costs and those that  are as a 
result of the housing of reprobates, cronies of dictators  and spying 
operations 
by foreign countries targeting the U.S., equally  amongst all residents in a 
ratio of say resident aliens pay 4x the amount of  U.S. citizens (those who 
don't like this proportion always have the option of  returning to their home 
country), with rich and poor paying equal per capita  amounts and parents being 
responsible for the prorata share for each of their  children under the age of 
18.
 
I'm not sure who was asking about their second Ferrari, but this tax plan  
should cover it, as well as eliminate all of the stupid amounts spent by  
Congress just to make sure that their that they bribe their constituents to  
return 
them D.C, If a citizen doesn't agree with it, he is not forced to pay for  it. 
As for the indolent, indigent reprobate citizens on our welfare rolls, if  
enough Oprah's of the nation don't care enough to pay sufficient taxes to feed, 
 
house and clothe them well there are dumpsters, and Metro grates in D.C. 
where  they can park their cardboard refrigerator crate duplex residences.
