Use brake cleaner and spray it on the cloth liberally and wipe like hell
This is a nasty job
Who's idea was it to put the rubber coating on this car anyway

I use that same paint for refinishing British car dash
parts!  Works great.  It's not only heavier, its also
tougher.  Good stuff.  In this example, the whole dash
has been refinished with the stuff - including the
steering wheel:
