There is no EU licence.
The French cannot confiscate his UK licence.

Answer Hi Tom,
Road and F1 racing (super)licence have nothing at all in common. Gachot (Jordan) lost his driving licence but could still race, although ironically he was subsequently dropped. You can race and test without a road licence.
