The other dirty secret about the smog laws here in Kalifornia is that as a car ages, the requirements silently get stricter. A co-worker had a VW Jetta vintage mid-80's and it was in fine shape. Every 2 years he would get it smog checked and the last 2 times he had the car tested it wouldn't pass until some significant tweaking was done. Turns out the allowable limits for certain measures were tightened up by the state. The car was never designed to meet the present specs! He ended up donating the car to a charity for the tax deduction.
