The inspections are currently $29.00 under the existing program. Don't
know if this is going to change when the new program goes into effect.

Yes, MA does have a safety inspection in addition to the emissions.
Under the current program, anything later than 1984 has to undergo both
safety (every year), and emissions (every other year)
The older cars just require the safety every year.
Cars 1996 and newer, only undergo having their OBD ports connected to the
machine.
Non OBD cars that require emissions are run on a dyno.
The new program that goes into effect in October eliminates the dyno and
exempts all non OBD cars, whoopee!
It appears that the new program is for real as it listed on the state's
web site

Dependable sources indicate that MA plans to discontinue tail pipe
emissions dyno testing in Oct. 2008. Testing will rely on OBDC data
only. So it means any vehicle that is 1995 or older (current rule is
1984) is effectively exempt from tail pipe testing. Flagrant smokers
would probably not get a pass.
