I think that there is a HUGE difference between overcooking it, losing  
control, and running into someone on the fastest portion of the track  
AND failing to see the stopped cars and the red light at the end of  
the end of pit row.  The former is a "racing incident" - albeit a  
stupid one - and the latter is a flagrant disregard of an important  
safety regulation.  PENALTY DESERVED.
