Too many cars, the penalties for getting caught are heavy and the general 
public just doest support automobile scofflaws as they used to.

Kalifornia alone has over 34,000,000 cars  - some of which are not 
registered or insured.  Well, in some sanctuary locals, as many as 50% of 
the cars aren't registered or insured.

Cops are hog tied by the moral do gooder politicians who don't live in their 
own environs.  Our roads, are clogged - similar to parks that have had no 
upkeep, have become over grown with weeds, vines, and clogging poison ivy 
who, after a recent study, proclaimed "Rising ambient carbon-dioxide levels 
create ideal conditions for the plant, producing bigger leaves, faster 
growth, hardier plants and oil that's even more irritating."
