My 348 had this happen while I owned it.  The windows would move but 
very very slowly. 

For me this turned out to be a floating ground due to a wire breaking 
off in the driver door wiring loom.

Check for a Big fat Yellow or Green Wire was what Mike at Ferrari of 
Dallas told me....  He was dead on with that.

Wish I had talked to him before field stripping the entire door and 
window mechanisms...
