Use a light acid bath on the block that will clear the coolant passages

The heads are DONE - as-in completely rebuilt, and back from the machine
shop.  All of the valve guides and most all of the valves are completely
new, correctly measured and ground for factory-spec clearances.  My mechanic
prefers to then immediately install the camshafts and perform the shim
measurement/replacement now that the valves are completely correct.  My
mechanic says this is a slow/tedius process, it is much-easier to do it
now from a physical standpoint because the heads are on a bench and access
to all the correct angles is instant.

Once the valve shims are done, new studs will be installed and the cams
locked-down.  The cams/seats/shims get a light bath of Engine Assembly Lube
and the heads will be 'bagged' and put aside.  The Engine Block will go-out
for a chemical bath to clear-out the coolant passages and get the crap off
of it later this month.  The Crank and its associated bearings will be
fully-measured by a second set of eyes at the machine shop - we'll be
line-boring the crank bearings to reduce friction and create a
better-than-factory fit once new bearings are installed.

The cylinder liners have all been pulled from the block, and we're looking
for a brand-new set with Fresh Nikasil.  No small task, and certainly not a
cheap one either.  The good folks at Ferrari/Mahle have stopped making
these, they're harder to find and twice as expensive as Testarossa liners -
go figure.  During liner removal, my mechanic found a massive GLOB of RTV
sealant stuck to one of the liners that must have washed onto it from the
coolant passages....it was the size of my thumb.  We suspect there is more
of this swimming around inside my engine.  This is what can happen when
idiots do cam seals and cam cover gaskets, using RTV to keep things from
leaking.  I think the last mechanic in there had used a caulking gun or
peanut-butter knife to apply it, and the excess went down into the engine
passages.

Your best bet is to rebuild.  You're guaranteed a working,
non-leaking engine with solid compression and leakdown numbers.  If you
can't/won't, then Ted Rutlands is your least-risk alternative, provided that
you can get some kind of guarantee with your purchase.
