IN, MID, OUT = selects the amount of differential lock as you turn in, are in the corner and on exit.
Tyre = selects dry, wet, intermediate
Mix - air/fuel mixture settings
Trq = ToRQue. Selects various basic engine settings - the red 1 is for the start. You'll sometimes hear a radio transmission reminding a driver to set the engine to a specific position to conserve fuel after a qualifying lap, for example. Other positions may be for Safety Car, maximum power, maximum fuel economy, etc.
Radio = obvious
Bf = I think this has to do with telling the car where the bite point of the clutch is. Used only at the start. Driver releases the clutch lever slowly until he feels it bite, hits the Bf button. He then pulls the lever all the way back, the car sets the clutch right at the specified bite point. When the driver releases the clutch lever at the start, the clutch grabs right away for a quick launch. The launch control systems of yore did this automatically, now drivers must do it manually.
Pump = I'm guessing it activates the pump on the driver's drink system.
1 and 10 may be the buttons to select yes/no or up/down in response to a question displayed on the LCD screen
PED = changes the pedal map. F1 cars are drive-by-wire. The Pedal Map changes the gradient of the throttle curve. A steep curve will open the throttle very quickly as you press the pedal. That's great on a grippy track. A flatter curve will open the throttle slower. One might choose a flatter curve in slippery conditions, very flat in the rain so as not to overpower the tires.
The S8,S9,S10,S14 and M9 are likely switches that can be assigned to a different functions as needed for a particular race.

Clyde, did the wheel come with any explanation or legend of the functions?
