If you want cheap, but does the job just fine, PC. You can get one to do the job for $4-500. Mac will do the same, maybe look a bit slicker, for about double I think.
Sounds like something pretty basic will fit the bill for you. By basic and $400, I mean, 3 GB of ram, 320 GB hard drive, 15" or so monitor, and built in DVD player and wireless. Maybe even better deals down south for such a machine?
