Remember it's Bernie your talking about, he is paid upfront. He does not care if anybody shows up at the track.
Most of the USGP's have better attendance than any of the 'new' tracks. He follows the MONEY.

watching the delayed race on Speed Channel, I notice that most grandstands are empty , or have a mere handful of spectators.
 
At least INDY had around 100 K  people on race day , and Bernie complained about that number.
