The movie/documentary called "gashole" does a credible job of reporting the (incredible) conspiracy (theories) behind the "absence" of various technologies from the general market. Gashole is on Netflix and it's an entertaining way (if you're so inclined) to kill an hour or so.
As for compressed air as an energy source, aside from this "air car" not being denounced on sites like snopes.com, it does sound a bit far-fetched and there are "reports' of it being ready for market and on sale "real soon now" since at least 2009.
If this engine design works at all, I'd hazard a guess it's a diesel (the description mentions vegetable oil) with the compressed air is used to vaporize the fuel and combine it with water vapor (derived from the atmosphere.)
