Humans are a fragile lot.  Vary our internal temperature a few degrees and we’re off kilter.  Vary our internal to external pressures by a few pounds and we explode (witness – SCUBA dive to the bottom of a 10 foot swimming pool.  Take a big breath under water and surface without expelling).  Alter our electrolytes a few degrees and we’re a different person.

Some folks are gonna be at the .05 section of the bell shaped curve and no amount of regulation is gonna change that.  I guess the fact is, even a “stable” person can vacillate all over that curve and society has to recognize and interfere when necessary.
