Actually, what happened is it looks like someone hit the side-marker from front to rear or vice-versa. So the heads of the 2 studs are still in the glass part and separated from the rest. The glass part of the side-marker was hanging and holding on by the light sucket wires. The black rubber was still holding onto the car with the rest of the studs.
My short term solution was to put double-sided tape between the rubber and the glass part. It works just fine. I might leave it as it is and wait until winter and put it on the "THING TO DO FOR WINTER PROJECT"  list.

Well, the "best" way is to get your money back on the marker and weld the holes up...   But aside from that - take the wheel off and remove the forward liner.   Just be carefully to just snug the nuts up or you'll pull the studs out of your brand new marker.
