Actually there is a disk wipe program (developed by the military) that will completely remove all data.   We used it on all our servers being lease/rolled.  However, it was a complete multi-pass disk overwrite from a hardware level so its very slow.  On the top secret stuff we then drilled holes through the hard drives (on site) then with unbroken custody took them to a (precious metals) recycler and ran them through a mechanical shredder.

As far as deleted files...  it doesn't take the CIA, NSA or FBI to read deleted files.  Those are very easy to recover especially on SSDs (with or without TRIM).   There are companies out there making a good living doing just that for people who shouldn't be near important data.  Of more concern is whether the hard drives were encrypted.  If so, access can be a bit tricky.  Bright boys with the right tools can still break those but it can take time.  In those cases, the drives are usually hand delivered to the manufacturer and dismantled, copied bit for bit and the raw data (and case and platters) given back to the agency doing the decrypt.   The raw bit data can be used to recreate the original disk time and time again until you get past any security measures on the disk.  Same process for the firmware on the controller in the drive case.

Does anybody really believe the CIA or NSA cannot read the deleted files? Unless you are a government with the same capability I do not believe there is any disc wipe/deleter/etc that COMPLETELY removes data to where it can't be retrieved by these spy agencies.
