Look at your fuse block. Check for blown traces on the circuit board. Had that happen on my '85. Following that replaced with Birdman's and no further problems.

Can you verify –
1) If I short the thermostat connector pins, should the fans turn on?
2) Do both fans always operate, or is there a mode where only 1 fan would turn on?
3) There are no other components in the fan circuit, just the fans/thermostat connection/elect relay – correct?
4) Which relay is the fan relay?
