YES, GE is using Carbon Composite blades on the High Bypass fan

The RR Trent uses the inflated titanium blades

They are not 

Large high bypass fan blades have always had issues such as the one that caused that fire 

It's inherent in the design 

Something that large spinning that fast has to be balanced perfectly
