Matt, your qv does not have that by-pass valve, or it shouldn't. the mixture is controlled within the fuel distributor.
 
Sounds like to me you have leaking fuel injectors.
 
We have had a lot of cars come in here with many different types of problems all related to the fuel system.
 
I have invested a lot of time and money tracking down old school machines so that I can test and rebuild fuels systems like they did in the 80's  We are achieving some phenomenal results when we
clean fuel injectors
replace vacuum hoses
replace fuel hoses
rebuild fuel distributors
rebuild all electro valves
evap test the engine for any leaks (smoke machine)
and tune via 5gas analyzer, and we get even better results if your analyzer tubes are still in place then we can tune each individual cylinder.
 
We did this to an 84 Euro 308 recently and the results were astounding, the owner calls me once a week to tell me how dialed in his car is.
 
These cars are 30 + years old and most guys are doing maintenance in a needed basis, everyone who has a 308/328 boxer etc.  needs to go through the entire fuel and evap system on the car, you will see a noticeable difference we certainly are and when I say noticeable I'm talking about increases in HP, most of these cars the cam timing is retarded from the factory to meet emissions standards when we degree the cams you can feel it when you drive the car.

Please keep discussing this, I have the same symptom in my qv.... Not loud backfires though, just small pops out burbles. How does one diagnostically test the bypass valve?

You wrote "it could cause small backfires it controlls mixture upon deceleration". Yes that's exactly when it happens. Deceleration and steady rpm speed in 2nd, 3rd and sometimes 4th.
I guess I'll get the part. So far the cheapest one is 135 pounds from Europspares. I'll keep shopping.
