Hello Michael -
If your fuse cover is similar to our 1978 GTS my little silver button gave up.
I researched the matter and found this:

Perhaps this may give you a solution?
For our car I can't recall any "black plastic bits" for our fuse cover but then
in three years no doubt Ferrari does change their models.

For my Ferrari 1981 308 GTSi: My black fuses/relays panel cover just does not
hold on anymore. Too many black plastic bits missing. I haven’t tried anything
yet. I thought maybe somebody on the list had this problem before and found a
way to fix it. Any ideas?
