The other way to tell if a car had been repainted is when the red tail lamps were outboard and the amber lights were inboard. When I judged, that was how I could tell if the car had been repainted... I used to inspect the new cars for damage right off the transport truck at the dealership. EVERY CAR had orange peel pretty much all over it.
