Picture this – 15 years ago there was a ring in the Los Angeles area buying salvage vehicles at public auctions.  Get a rolled up wreck (after the fire dept has hosed off biological evidence) for nearly nuthin’.  Surgically remove all the proper numbers and graft them ‘into’ a stolen vehicle.  Sell the ‘new’ i.D’d vehicle with a salvage title for nearly market value.  These guys/south of the boarder gang were good – REAL good.  Work was patiently done.
