I'm in Santa Barbara, and agree with the smog dissertation.... it is nice to be able to see the mountains when I lived in Hermosa Beach. As far as affordable, you might look at Lompoc, Buellton, Los Alamos, slightly closer than Orcutt and Vandenberg, and then Santa Maria - slightly farther away. Give or take the nearly continuous coastal fog in May and June comment the average temperature in these places is going to be about 68° year round All these cities are going to be approximately two and a half hours from Santa Monica.
