There was a guy on Vancouver Island who was doing that and then some. He passed away a few years ago so I don’t know what happened to the business. In any case, he had the exclusive rights to build the bike-engined variants from Caterham,
that he not only sold here, but to other places around the world. He brought them into Canada as parts and assembled them into complete cars. They were issued BC assigned VIN numbers, but they also carried the Caterham numbers too. Our regulations stipulated
that if a local manufacturer built LESS than 50 examples of the same car, they did NOT have to meet any crash or emissions standards. They only had to have DOT/SAE lighting, seat belts and other basic stuff. His company name was: “Super7Cars” and that’s what
they were titled as.
He was quite famous for giving potential customers rides in his cars... He tried to get all four wheels off the ground at one point along the route. It would either work, or give the passenger a heart-attack. I remember my ride in a 1000cc
version in England many, many years ago and that thing was bloody fast (photos below. Sylva Stryker). The only thing that felt faster was my drive in a 488 GTB.

PS: I think the trick here is to have a state willing to title as
original, i.e. as a 1962 Lotus. Once done, it seems the stricter
states will usually take the word of the issuing state as to what the
car actually is.
