This seems like an oddly manufactured story. Every new Ferrari model ends up backed up two years from the get go. That doesn’t mean they cut off orders. Maybe they re-arrange the list behind the scenes to prioritize the “right” people, but they don’t stop adding to the list…?

You do realize it’s all just numbers on paper. Poof... Here today, gone tomorrow. The guy shelling out the 5mil could care less if the money lasts. If the casino can soak that one guy for this, they’re the biggest winner.
