It’s quite obvious the nuts are seized which is not surprising. The lock body will more than likely be a zinc type of material and the nuts are steel. Dissimilar metals are a recipe for severe corrosion. I’m sure you’ve sprayed it with penetrating oil. It won’t be easy but if you can grab the nut with channel-lock (water pump) pliers and the lock body with a smaller set of pliers and gently rock the two loose, that is probably the best way. Or, you may have to cut the nut off with a small rotary (Dremel) tool. But I just can’t figure out how to get them off. It’s just too tight. What’s the best tool to unscrew that big nut holding the lock?
