A lot of times that’s storage issues. My TR had a new clutch when I bought it at 4,800 miles / 10 years old. The original owner in Europe rarely drove it, then he hid it for a while while his real estate empire crumbled, then he shipped it to the US to try to hide it further when the government and creditors came after him. As a result the clutch disc had corroded to the flywheel and basically had to be destroyed to release it to be replaced. This may have been similar. 9k miles in 18 years isn’t much, and it was probably tilted mostly toward when the car was new.
