There are three possibilities here.
1) The Thermotime switch is bad.
I'm betting on #1 myself

1) The Thermotime switch is bad.
2) The Thermotime switch is miswired. (I'm not sure if the resistance of the heater is low enough to allow actuation of the CS injector)
3) The power application to the Thermotime switch heater element during "start" isn't happening.
I'm betting on #1 myself
