Remember that Allstate (& National as well) are the insurance companies  that 
buy radar/lidar devices for many of the small police departments who cannot  
or will not pay for them on their own. Speeding tickets result in an excuse to 
 raise the premiums on their customers.
 
Bad drivers (including those whose BA >0.15, the good, reliable old  
standard) not speeders, cause most of the accidents. You know, the folks  who 
drag 
their asses on two lane highways until you come up on a passing lane  marking 
and 
as soon as you are along side of them they speed up to see if you  can 
out-accelerate them or if they can drag it out until you are forced to fall  
back in 
behind them for safety reasons, i.e. oncoming traffic, end of passing  zone, 
etc. and then drop back to their 5mph to 10mph under the speed limit until  
the process repeats itself. These folks confuse their cars with traffic control 
 
devices and think they are vested with the authority to require everyone on 
the  road to conform to their standards. And, of course there are the blue 
haired  devils who drive to the limits of their physical abilities, generally 
<35mph,  no matter what the speed limit is for that portion of the roaed.
