NFC - election time elucidation from the ignorant.

Just heard Howard Leterer (Poker After Dark) berate Bush for a terrible
abuse of  'Signing Statements'.    I checked only to find it's a common 
practice for presidents to add comments to bills as the sign them into 
law, often slanting the bills implementation.  And find Clinton used 
the practice 3 times more than Bush.
