Actually, for crash standards - under NHTSA/FMVSS requirements - it's generally 25 years
  and the rules are insanely complex.

The emissions rules are even worse. a light duty car or truck has to have been built before 01 JAN 68 to be exempt. There is another exemption also based upon the vehicle
  being 21 years old - or older.

Yes, one part of the code says 1968, the other says 21 years. It's the government.
