I don't know the answers to your questions but this is more evidence that 
Bernie is slowly driving F1 into the ground all while making himself richer 
than he already is.

This has nothing to do with the costs of technical development and everything 
to do with how Bernie squeezes everyone (organizers and  race teams especially) 
 in the sport but himself.

Are there any new teams lining up to get in or will the grids shrink to 18 
positions?

I guess the real question is; Does this mean that they are just not running a 
'works' team or does it mean that they will also no longer be an engine 
supplier?  Or both?
