If you think 2000 is high, the initial 1980 injected US cars had 3000 rpm cold 
idle.
Easily modified by plugging a home made restrictor into the vacuum.

These 27 pages may do you some good in understanding but is the 1980 CIS system.
QV added newer Bosch wrinkles.  Lambda system I believe.
