At the academy, we were given a weekend of advanced training to  pass a basic 
driving skill test. Then an extra day, or as needed, to learn  the fine art 
of parallel parking. The theory was, how can the citizens respect  you as a 
symbol of authority and guidance if you can't even smartly park your  police 
unit?

Phil hit on an interesting twist.  Make  licenses gradational with more 
privileges earned with more proved competence,  then add re-testing to allow 
improvement in qualification OR downgrading when  performance degrades.

Of course, have you ever seen officials (police)  drive?  I doubt that any of 
them could instruct such a  plan...
