I believe the pilot guns (and the air marshall ones) are loaded with
frangible bullets. They (and their fragments) tend to stay in their
intended targets and do not pass through and cause ancillary damage. ER
docs hate them because they cause multiple wound channels - too bad for
the wannabe terrorists.
