There *is* talk of the UN implementing some form of taxation so the worlds 
successful powers can give (more) money to the worlds unsuccessful powers. 
It's strange the successful powers are always the ones that enjoy the most 
freedom while the oppressive regimes always have starving people with fat 
dictators needing *our* tax dollars? Hmmm...

I'm sure the UN will need to collect some fees to oversee the mismanagement 
of the program.

Yeah, I believe the UN is a good thing - why do you ask?
