No, a bad master cylinder would cause a soft/low pedal. 

A hard pedal as described is due to lack of boost. I believe we are talking
about a 308/328 here, if so, those have a conventional vacuum booster. Could
be a leaking booster, though they don't fail too often. More likely, it is a
stuck vacuum check valve (which is in the vacuum line, near the plenum on an
injected 3x8, or the manifold on a carb car), or leaking vacuum line. 

I wouldn't try to drive it too far, because if it is a vacuum leak either at
the line, or booster, it will be causing a lean condition which can cause
very bad things to happen to the engine.

In any case, this is not a bleeding issue.

Robert,

If you need to bleed the brakes, any mechanic should be able to do that 
for you, Ferrari's are not very special when it comes to the brake systems.

A solid brake pedal though usually is not a bleed to fix problem, 
probably the master cylinder failed and if you have a brake booster on 
the car, it could be a leaky vacuum hose, but not sure Ferrari has those 
(my 348 did not).

I'd say its likely the master cylinder, so FOA on Monday may be your 
best bet if you can not find an independant shop or equivalent part from 
somewhere else?
