They absolutely could BUT it would not be allowed because the ONLY VIABLE 
source of that much energy is nuclear.

The problem with oil is that there is SOOOO much energy packed in so little 
volume.  And of course, its a finite resource.  Our lifestyles demand energy, 
not oil.  And the only viable long-term source is nuclear.

This goes to the clowns that want hydrogen and/or electric.  It costs more to 
free the hydrogen than you can sell it for - unless you have a cheap energy 
source like nuclear.  In that model, the hydrogen just carries the energy to 
the consumer.  And in fact, electric technologies do the same thing except that 
today our clean and green all electric cars are using coal-fired energy carried 
to them through wires.

In my tiny corner of life I see only two options: (1) Use less energy, or (2) 
find ways to implement nuclear energy that the China Syndrome fanatics won't 
detonate over.
