Well, kinda sorta.

The gap in model year was intentional, as the changes from the
C3 to the C4 were substantial.  The C4 was released in mid 1983
as a 1984 model, making the 1984 model year about 18 months
long.

A few test mules carried 1983 serial #s - I saw one at a dealer
meeting in Las Vegas.  I'm not sure if the serial number I saw
was "official", as it ended in "000000".  None of the cars were
released, most were probably destroyed, but at least one is
in GM's massive car collection gathering dust.
