I always wonder why they think adding more penalties will make them
change their behaviour? He has ignoired 78 offenses - and those are only
the ones he was caught doing. He's probably driven drunk dozens or hundreds
of times and was not caught or managed not to hit anyone/thing.
Yet they fine him and put him in jail for short times - he probably never paid the fines assessed as the only recourse is to suspend his license - which he doesn;t care about. They could take his car and if he wanted to drive bad enough he'd steal or borrow a car .
There seems to be a general denial about how and why people break laws. It's like having a law against murder and then adding a law saying it's illegal to use a gun to commit murder. If the purpose of laws are to control behaviour, and people are willing to *kill* someone, adding another law saying it's illegal to kill someone with a gun is a collossal waste of time! IMO, People who break laws fall into 3 groups - common criminals who choose to live on the outside of the law and those who live within the law their whole life but something happens and they snap and the last group who stay within the law usually by luck. The people in the 2nd group would be like a guy who sees his 6 yr old daughter run down by a drunk driver who then hits a tree. The father sees his daughter is beyond help and beats the drunk to death. In neither cases of these kinds of people will laws make them stop and say, "Oh, I can't do that, it's illegal".
With all the money we spend on the *huge* number of legislators in this country - county, city, state, federal elected legislators and all the unelected bureaucrats assisting them , I would hope they would work on important legislation - not waste our time & money.
Just heard my state - Va - will have 890 laws take effect today. Eight Hundred Ninety!! How could we as a civilized Commonwealth freakin' survive for 200+ years if we were missing nearly 900 laws???!!
But I guess it's only money. Our money, but no one cares about that. well maybe not much longer. Should'nt he have been put in jail say, ohhhh maybe after the 70th suspension or the12th DUI?
