True, although the photo-radar pretty-much guarantees that where the cameras 
ARE, the 'real' cops AREN'T....plus, with only a photograph identifiying the 
automobile in-question, with only the license plate being the incriminating 
identification, someone would have to spend resources to properly sort-out the 
conflicting information presented in said-photograph....hardly worth it to any 
municipality for a $40 fine.  LOTS of folks will be getting un-earned tickets.

Imaginative prank -- with potential adverse legal consequences to the students 
that would make their heads spin and rue the day they ever thought of it.  And, 
inevitably, at least some of them will get caught (pretty easy, if indeed they 
use their own cars).
