The Va code says <<shall pass at a reasonable speed >> so that leaves it up to a bit of interpreatation.

Golden-Olden days, I'd agree with you, but in recent times I have
had state/county/city cops all tell me that you can't go over the
posted limit when passing.

Serious bummer, and totally stupid.  But our state has changed
a LOT.

Not true.  Most states have a 'basic' safety provision allowing exceeding
the limit.   Depends on how
you were written up.
That 'NEVER' is just the line they feed you.
